Answer: Yes, the meter can be put into RATE mode that displays flow rate. You may want to consider using the TT10PN, polymer version for Glycols as an option too. -

Answer: You will want to use the TT10PN for detergent solutions. -

Could this product be used to measure propane flow at pressures from 2 lb to 40lb?
Answer: No, this meter will not work for propane under pressure. -

Answer: Yes, it will survive and currently working in a 1" line at 90 psi for 6 months. -

How high does the meter count to? Is this appropriate for filling a pool? Do I need anything to connect to a standard hose?
Answer: The meter counts just to the thousands, and it is appropriate for filling a pool. It has 1" NPT pipe threads that can connect to a standard hose.
